#   reply    only `kind: reply` items are answered. Anything else the
#            selection let through is released — the claim dropped, the
#            issue left for a later handoff — with a note saying why.

#            posts the comment first, then records the item delivered and
#            closes the issue as completed. Repeating it changes nothing, so
#            a retried step converges rather than posting twice.
